MEMORANDUM OF AGREEMENT (MOA)

On

Air Force Personnel Center (AFPC) Workload Transfer

 

  1. The American Federation of Government Employees (AFGE) Council 214 and Air Force Materiel Command (AFMC), hereafter referred to as the Union and Management, hereby enter into this Memorandum of Agreement regarding subject initiative as it applies to bargaining unit employees covered by the Master Labor Agreement (MLA) between the parties.

 

  1. The AFPC Workload Transfer is a temporary arrangement where AFMC will assume civilian staffing responsibilities for AFMC owned resources while AFPC works the staffing backlog for the remaining Air Force bases.  The workload transfer is projected to end 30 September 2009.  Additional staffing responsibilities will be assumed by the four large civilian work centers (LCCs) as follows:

 

    1. Wright Patterson will expand its staffing functions to cover centrally managed positions at Wright Patterson and all local/centrally managed positions at Hanscom and Brooks.

 

    1. Hill will expand its staffing functions to cover centrally managed positions at Hill and all local/centrally manage positions at Edwards and Kirtland.

 

    1. Robins will expand its staffing functions to cover centrally managed positions at Wright Patterson and all local/centrally managed positions at Eglin and Arnold.

 

    1. Tinker will expand its staffing functions to cover centrally managed positions at Tinker.

 

  1. The result of the workload transfer should have a positive impact on serviced employees.

 

  1. Six months and twelve months from the initial workload transfer of workload, Management will make available a progress briefing to Council 214.  The briefing should include LCC performance measures on the transferred workload and the retained workload; measures of service received by each AFMC base; and AFPC progress in clearing its backlog of staffing actions.

 

  1. Six months from the initial transfer, the base personnel office will brief the local union on the effectiveness of staffing for local positions, upon request by the local union.

 

  1. All remedies available under the MLA or 5 U.S.C. 71 will remain available to the parties if concerns cannot be cooperatively resolved.
