 MEMORANDUM OF AGREEMENT (MOA)

CONCERNING

Air Force Materiel Command Instruction (AFMCI) 21-122

“Foreign Object Damage (FOD) and Dropped Object Prevention (DOP),” revision dated 1 Aug 05

 

 

1.      The American Federation of Government Employees (AFGE) and Air Force Materiel Command (AFMC), hereafter referred to as the Union and Management, hereby enter into this MOA regarding the above matters as they apply to bargaining unit members covered by the Master Labor Agreement (MLA) between the Parties.

 

2.      To accommodate the bargaining unit impact of implementing the above referenced Air Force Materiel Colmmand Insturuction, the parties agree to the following:

 

a.                   FOD/DOP Program Committees – The Union local will be afforded an opportunity to be represented in the meetings of Center FOD/DOP Program Committee.  When the minutes of any Center FOD/DOP Program Committee meeting are distributed, the Union local shall receive a copy.

b.                  Rag Control – Rag control procedures will be established at installation/wing level.  Union locals shall be briefed and afforded the opportunity to bargain the bargainable aspecdts of these procedures.  It is understood that the practice of one-for-one replacement will not normally apply to paper towels, “handi-wipes” or similar disposable products.

c.                   Cell Phones & Electronic Devices – Electronic Devices – Employees will not carry cell phones or other electronic devices on their persons while performing maintenance, however these and other personal items, may be sotred in personal lockers or personal drawers.

 

3.      All remedies available under the MLA or U.S.C.71 are available to the parties if either party believes the other has failed to comply with any of the requirements of this MOA.
