MEMORANDUM OF AGREEMENT (MOA)
CONCERNING
Implementation of the DoD Common Access Card (CAC)

  1. The American Federation of Government Employees (AFGE) Council 214 and Air Force Materiel Command (AFMC), hereafter referred to as the Union and Management, hereby enter into this MOA regarding the above matters as they apply to AFGE bargaining unit members covered by the Master Labor Agreement (MLA) between the Parties.
     
  2. The Parties agree that the following personal information as it pertains to the Union's bargaining unit members, with the exception of employees in officially identified emergency essential positions, will not appear on either side of the Common Access Card: home address, home telephone number and Social Security Number.
     
  3. When issuing the CAC, management will advise the bargaining unit members of personal security measures for carrying and safeguarding the card, to include a reminder for non-emergency essential bargaining unit members that it is not necessary to carry the CAC on their person when performing official government travel. Non-emergency essential bargaining unit employees are not required to carry the CAC when not performing official government duty. Anti-terrorism security information and an on-line training module will be available for employee access.
     
  4. All remedies available under the MLA or 5 U.S.C. Chapter 71 are available to the Parties if either party believes the other has failed to comply with any of the requirements of this MOA.
