MEMORANDUM OF AGREEMENT CONCERNING THE
CONTRACTING/MANUFACTURING CIVILIAN CAREER PROGRAM (CMCCP)
TECHNICAL APPRAISAL (TA) FORM, AF FORM 2620

l . The following constitutes an agreement between Air Force Materiel Command (AFMC) and the American Federation of Government Employees Council 214 (AFGE Council 214) concerning the CMCCP/CCP Policy Council's decision to change the technical appraisal form, AF Form 2620.

2. HQ AFMC management will notify Council 214 of the establishment of any bargaining unit positions in the GS-246, 301, 1101 and/or GS-1103 series which are covered by the CMCCP/CCP career program.

3. Technical appraisals will only be used to rank employees for referral when filling GS-1102 series positions. Bargaining unit employees registered in the CMCCP/CCP and who qualify for GS-1102 positions, but who are not currently holding GS-1102 positions are all eligible for a technical appraisal. Effective with the end of the rating period ending 31 March 2002, supervisors shall complete a Technical Appraisal form, AF Form 2620, dated 20000301, on all employees registered in the CMCCP/CCP and who qualify for GS-1102 positions, regardless of whether they are currently holding GS-1102 positions or not. Technical appraisals are normally completed in conjunction with the employee's civilian rating of record or when requested by the employee after his/her initial registration in the career program. Supervisors, working with servicing CPFs, will ensure a high degree of correlation between the ratings given on AF Form 860A and those given on the TA.

4. Attached to this MOA is a listing showing the number of bargaining unit positions covered under the CMCCP/CCP and a listing showing the number of bargaining unit employees registered in the CMCCP/CCP by career field, grade and location. Hereafter, upon request by AFGE Council 214, management shall provide the union updated copies of these lists.

5. Employee dissatisfaction may be resolved through the Parties' MLA Article 6 provisions. All remedies available under the MLA or 5 U.S.C. Chapter 71 are available to the Parties if either Party believes the other has failed to comply with any of the requirements of this MOA.
