22 September 1999 MEMORANDUM OF AGREEMENT AFMC PD 21-1: Depot Maintenance Policy American Federation of Government Employees (AFGE) Council 214 and Air Force Materiel Command (AFMC) hereby enter into this MOA regarding the application of the provisions of subject issuances. The Parties have worked the subject issuances through "partnering" and management can proceed with policy implementation. Implementation of the issues contained in the subject documents which involve local level decisions and actions will be done with local Union participation in the same partnering mode that was used by AFMC involving HQ, Centers and Union representatives in the development of these policies and instructions, and annex B of the Communications Plan on "Back to Basics"
