MEMORANDUM OF AGREEMENT
ON
ACCESS TO THE AFGE COUNCIL 214 WEB SITE

1. The American Federation of Government Employees (AFGE) Council 214 and Air Force Materiel Command (AFMC) hereby enter into this MOA regarding the above matter as it applies to bargaining unit members covered by the Master Labor Agreement (MLA) between the Parties.

2. Bargaining unit members who have access to Government provided hardware and software which provides internet connectivity shall be allowed to access the AFGE Council 214 web site www.afgecouncil214.org as long as the access does not violate any of the following rules:

A. The use does not adversely affect the employees performance of duties;

B. The use is of reasonable duration and frequency;

C. The use does not reflect adversely on the Air Force;

D. The use does not overburden the communications system; and

E. The use is in accordance with applicable DoD, USAF, and AFMC internet policies.

3. This MOA affirms that access to the AFGE Council 214 web site is official and authorized business and constitutes any written authorization required in accordance with Air Force Instruction (AFI) 33-129, Transmission of Information Via the Internet, dated 1 January 1997, paragraph 6.1.

4. Employee abuse of this network privilege will be subject to disciplinary action.
