MEMORANDUM OF AGREEMENT (MOA)
Concerning
DoD-wide Standard Area of Consideration
- The American Federation of Government Employees (AFGE) Council 214 and Air Force Material Command (AFMC), hereafter referred to as the Union and Management, hereby enter into this MOA regarding the above matters as they apply to AFGE bargaining unit employees (BUEs) covered by the Master Labor Agreement (MLA) between the Parties.
- Air Force has expanded the standard area of consideration (AOC) for job announcements to DoD-wide for all locally and centrally managed permanent positions. The parties to this agreement recognize the benefits to widening the AOC to take full advantage of the great talent that exists within DoD, and provide an expeditious avenue to consider former AF candidates impacted by joint basing for future AF vacancies.
- Procedures written in Article 12 (Merit Promotion) of the Master Labor Agreement remain in effect. Expansion of the initial area of consideration to DoD-wide continues to allow bargaining unit employees the opportunity for consideration under merit promotion procedures. Minimum area of consideration requirements do not change.
- All remedies available under the MLA or 5 U.S.C. Chapter 71 are available to the Parties if either party believes the other has failed to comply with any of the requirements of this MOA.
