MEMORANDUM OF AGREEMENT (MOA)

AFMC Sup. To AFI 33-202, 21 May 02 1. The American Federation of Government Employees (AFGE) and Air Force Materiel Command (AFMC), hereafter referred to as the Union and Management, hereby enter into this MOA regarding the above matters as they apply to bargaining unit members covered by the Master Labor Agreement (MLA) between the Parties. 2. To accommodate the bargaining unit impact of implementing AFI 33-202 and the AFMC Supplement cited above, the Parties agree to the following: a. Consistent with the assignment of duties covered by the above issuances, bargaining unit employees shall receive written notice (e.g. appointment letter) of the specific role to which they have been assigned unless it is already referenced in the employee’s position description. This includes any computer security role (DAA, certifier, ISSO, SSWG member, etc.) identified in paragraph 4.2 of the AFI. A copy of the notice shall be kept in the Supervisor’s Employee Work Folder ("971 file") throughout the period of assignment. b. Such employees shall also receive all necessary training on their specific responsibilities under AFI 33-202. Employees shall have ready access to AFI 33-202 for routine reference and research. Employees shall receive a reasonable amount of duty time to read AFI 33-202 and stay familiar with its provisions. The same shall apply to any relevant directive or instruction referenced or directly-related to AFI 33-202. c. Employees who perform duties identified in AFI 33-202 will receive appropriate credit for their experience consistent with agency skills coding policy/procedures. Changes to a position description or core document required to include such duties will be made in accordance with the applicable provisions of the Position Classification article within the Master Labor Agreement.
3. HQ AFMC has given notice and an opportunity to bargain the following AFIs referenced in AFI 33-202. However, these AFIs will not be applicable to bargaining unit members until the Article 33 (Master Labor Agreement) mid-term bargaining procedures have been satisfied. 4. All remedies available under the MLA or 5 U.S.C.71 are available to the parties if either party believes the other has failed to comply with any of the requirements of this MOA. /s/ Thomas C.
