MEMORANDUM OF AGREEMENT ON AFI 38-401
Air Force Innovative Development Employee
Awareness (IDEA) Program (1 Oct 99)

1.       American Federation of Government Employees (AFGE) Council 214 and Air Force Materiel Command (AFMC), hereafter referred to as the union and management, hereby enter into this MOA regarding subject instruction as it applies to bargaining unit members in matters covered by the Master Labor Agreement (MLA).

2.       The information entered on the Idea Program Data System (IPDS) screens (submission, evaluation etc.) does not pass over the internet/web.  The only use of the internet/web is to retrieve forms needed.  When the forms are downloaded to a PC, the connection with the internet/web is terminated.  At this time the IPDS users are working directly on the AFCQMI database server.  After the SSN (and other data) is entered on forms and the user hits the “done” key, all information is encrypted.  The encrypted information travels to the database via the Standard Query Language (SQL) net.  This is a direct network communication line between the desktop and database.  A DoD approved Secure Socket Layer (SSL) 128-bit encryption shall be used.

3.       Information requirements of the Union for the purpose of this MOA only are satisfied by the standard report set forth at the web site address “https://ideas.satx.disa.mil/reports/ipds_reports.html” under the title “Cummulatives (sic) Status Report Part A”, until such time as this web site address changes, the report format changes, or the report data is not updated for a period exceeding six (6) months.  In the event of any of these occurrences this MOA shall be re-negotiated upon written notification by either party.  A copy of the report and a description of the column headings is attached to define the information and format currently provided.

4.       The use and availability of the AF Form 1000 in the IDEA program shall not be eliminated.  AF Form 1000 is used when a submitter does not have access to an AF desktop computer or for submission of classified ideas.

5.       All remedies available under the MLA or 5 U.S.C. Chapter 71 are available to the Parties if either party believes that the other has failed to comply with any of the requirements of this MOA.  All prior MOAs between the parties concerning the IDEA program or previous versions of AFI 38-401 are superceded by this agreement.

Columns: (1)List of MAJCOM's, (2) Number of Ideas received, (3) Number of Reconsiderations, (4) Number of ineligible, (5) Number of duplicates, (6) Number of Withdrawals, (7) Number of Approved ideas, (8) Number of Disapproved ideas, (9) Number of ideas pending, (10) sum of award(s) broken out into tangible and intangible benefits, (11) Tangible savings broken into Hard Savings and Cost Advoidance, (sic) (12) Benefits Paid, and (13) Number of ideas implemented.
