MEMORANDUM OF AGREEMENT

AFMC STANDARD OPERATING PROCEDURES (SOP)

FOR AIR QUALITY STATIONARY SOURCE MANAGEMENT

1. American Federation of Government Employees (AFGE) Council 214 and Air Force Materiel Command (AFMC), hereafter referred to as the Union and management, hereby enter into this MOA regarding the above matter as it applies to bargaining unit members covered by the Master Labor Agreement (MLA) between the parties. This agreement recognizes the mutual interest the parties have to identify and establish a process covering the matter at hand that will enhance their labor-management relationship.

2. Appointed manager/alternate (i.e. Unit Environmental Coordinator or equivalent) for each air stationary source will have their position descriptions (PDs) and work plans modified accordingly to reflect the assignment of the new responsibilities in accordance with the SOP. PDs and work plans shall be accomplished in accordance with applicable law, rule, regulation and the MLA. For the purposes of this MOA it is understood that manager does not equate to the manager definition in the Labor Statute.

3. Bases will develop and implement a program to provide required personnel training necessary to achieve and maintain a sufficient number of qualified operators of base level stationary air emission sources pursuant to the SOP. The manner in which an installation develops its training strategy will depend on the size, mission, number of stationary sources, related regulatory requirements and resources of that installation. Training will be locally customized to fit the specific air quality management requirements of the installation and the attendees. Personnel with similar duties and responsibilities will receive training to similar levels of proficiency. Training shall be accomplished in accordance with Article 18 of the MLA.

4. The local list of air stationary source equipment is locally available in the Environmental Management (EM) office for review by the constituent Local.
