MEMORANDUM OF AGREEMENT
On
CSAF Logistics Review (CLR)

1. The American Federation of Government Employees (AFGE) Council 214 and Air Force Materiel Command (AFMC), hereafter referred to as the Union and Management, hereby enter into this Memorandum of Agreement regarding the CSAF Logistic Review (CLR)-an initiative to standardize the combat wing organization at all Air Force bases-as it applies to bargaining unit members covered by the Master Labor Agreement (MLA) between the Parties.

2. As presented to the union, CLR implementation will not eliminate bargaining unit positions, impact classification, grades, or duties of bargaining unit positions. Should this not be true, the employer will provide Council 214 with the appropriate notification in accordance with Article 33 of the MLA.

3. Field Manpower Offices in concert with the Labor Relations Officer will provide local union presidents a detailed briefing on CLR implementation. CLR implementation is not intended to adversely impact bargaining unit members. If the local implementation of CLR involves changes which adversely affect bargaining unit members, the bargainable impact will be negotiated locally in accordance with Article 33 of the MLA.

4. In the spirit of partnership, Management and the Union agree to keep each other informed throughout CLR implementation and to work together to address any unforeseen circumstances that may arise during implementation or concerns over compliance with this MOA. All remedies available under the MLA or 5 U.S.C. Chapter 71 will remain available to the Parties if concerns cannot be cooperatively resolved.
