MEMORANDUM OF AGREEMENT
On
Financial Services Transformation (FST)
1. The American Federation of Government Employees (AFGE) Council 214 and Air Force Materiel Command (AFMC), hereafter referred to as the Union and Management, hereby enter into this Memorandum of Agreement regarding subject initiative as it applies to bargaining unit members covered by the Master Labor Agreement (MLA) between the parties.
2. FST is an Air Force initiative designed to save costs by consolidating military pay, travel pay and civilian PCS financial services at Ellsworth AFB. The change will result in a loss of approximately 60 bargaining unit positions of which 36 are currently encumbered at AFMC bases. To mitigate the impact of this change, the Parties agree to the following:
a. Local management will inform the local union president of the transformation and provide the time-table for the transition and expected impact on bargaining unit employees. Management will identify the positions to be abolished and, upon union request will identify the bargaining unit employees who currently occupy those positions.
b. Should the local union wish to negotiate any bargainable issues, they will provide proposals within ten calendar days of being informed of the transformation as is consistent with Article 33 of the MLA.
3. All remedies available under the MLA or 5 U.S.C. 71 will remain available to the Parties if concerns cannot be cooperatively resolved.
