17 February 1998 HEPATITIS B SCREENING POLICY FOR 1. The American Federation of Government Employees Council 214 and the Air Force Materiel Command, hereafter referred to as the Union and management, recognize the need to protect unit health care employees involved in exposure prone procedures and their patients from Hepatitis B infection. The subject Department of Defense and Air Force Surgeon Generals memorandums are implemented within AFMC as a 5 CFR 339.205 medical evaluation program in consonance with the provisions of this agreement. 2. Civilian medical personnel involved in "exposure prone procedures" (EPPs) will be required to know their Hepatitis B surface antigen status. However, in cases where there is a documented past history of recovery from Hepatitis B, with known positive serum antibody to Hepatitis B surface antigen (or positive serum antibody from prior vaccination) there is no requirement for Credentials Function evaluation of the HbsAg status. 3. MTF/CCs and Credentials Functions shall fully consider the clinical status of each individual; based on his or her specific situation and scope of practice, when delineating what specific privileges the individual will be granted. For individuals already employed in positions performing exposure prone procedures, seroconversion to a positive HbsAg shall not be used as a discriminator to adversely impact either grade, or pay. Hepatitis B status of a bargaining unit member will not be the basis of any non‑disciplinary adverse personnel action effecting grade or pay.
