AFMC REIMBUSRSEMENT of EXPENSES to
OBTAIN PROFESSIONALS CREDENTIALS MOA

1. American Federation of Government Employees (AFGE) Council 214 and Air Force Materiel Command (AFMC), hereafter referred to as the union and management, hereby enter into this MOA regarding payment of expenses to obtain professional credentials as it applies to bargaining unit members in matters covered by the Master Labor Agreement (MLA).

2. AFMC and AFGE Council 214 agree to delegate any responsibility for negotiations associated with this issue to the local level. Delegation is made with the following stipulations:

  1. AFMC/AFGE C-214 Partnership Council (PC) is currently reviewing the feasibility of AFMC centrally funding reimbursement for authorized expenses. Once that study is accomplished and the PC has determined the reimbursement level for authorized expenses a command MOA may be generated. The command MOA overrides any local agreements. Provisions of local agreements not in conflict with the HQ MOA shall continue.
  2. Installation payment for authorized expenses only includes those licenses/certifications required by local, state or federal government authority for the job to which the employee is assigned.
  3. Reimbursements will only be made if the employee receives prior written approval to incur the expense.

3. The above delegation is made pursuant to Art33, Section 33.02d of the Master Labor Agreement (MLA). Written notice with an offer to bargain will be provided to the local activities pursuant to Article 33, Section 33.03(a) (2) of the MLA.

4. All remedies available under the MLA or 5 U.S.C. Chapter 71 are available to the Parties if either party believes that the other has failed to comply with any of the requirements of this MOA.
